The West Wing 'Qualified Woman' Problem

If wanting tidy hair on executives -- curly, kinky, straight, any preference including covered with a hijab presumably -- is discriminatory, so are the wage stats for women at the White House.

While president Obama has done a great job of posting nondiscrimination clauses on his website, signing the Lilly Ledbetter Fair Pay Act and describing the glorious future that he envisions for Malia and Sasha, reality is that President Obama's White House is lacking in high-level women in senior posts.

The average salary of women in the Obama White House is $9.390 less than the average male salary, driven largely by an imbalance of women at the top. As always, the girls are in the pool.

Despite amounting to nearly half of the staff, women in the White House are widely employed at traditionally lower level positions and outnumbered at the levels of senior staff. Even at a glance, the position titles for the lower-paying jobs stand out as traditionally female positions: Staff Assistant, Executive Assistant, Greetings Coordinator, Scheduler, and Receptionist. In the lowest earning brackets, $30,000-$60,000, there are 120 women and 100 men; however, in the highest income brackets, those making more than $90,000, women account for only 58 of the 142 positions.

As Ariel Boone's article for Huff Po points out, women college grads have exceeded men ever since 1982. Of the Class of 2009, women earned close to 60% of all degrees, including Associate's, Bachelor's, Master's, Professional, and Doctoral.

Women also comprise 60% of the Democratic party: hint, hint. We're thrilled that the Obama administration has set such high ethics standards and presumably a disproportionate number of women will pass them: hint, hint. I believe there's talk that about 50% of the key positions remain unfilled: hint, hint.

Solution: Hire Black Women

Now, let me throw another zinger at you. On Anne of Carversville, we're tracking the new research on testosterone and women. The latest headline is: Do Female Fliers Have a Hormonal Advantage? My apologies, the BBC used a photo of a white woman.

At the risk of appearing racist, I still said to myself (being a high testosterone woman and loving every minute of it), "do black women have more testosterone than white women?"

Google. Google. Google. Wow! You can imagine my findings.

The nation is good to go with black women in high-rung jobs, at least based on their testosterone levels.

However they wear their hair -- black women excel. They've got the right stuff: extra testosterone, determination, dedication, brilliance and academic credentials.

This is a GOOD thing, my friends -- this extra testosterone -- as long as black women aren't exclusively in charge of the trading desks on Wall Street. We do have linkage between testosterone and consummate stock failure.

Nevertheless, in today's world, the facts prevail. The glass ceiling is more inclined to be penetrated by higher-testosterone women -- if you believe these test results.

Obviously, only testing testosterone levels in the nation's senior women can confirm this hypothesis. Perhaps a national testosterone-testing edict is in order? You must admit -- this is fascinating science.

At least for now, let's get African American women installed in the West wing pronto -- however they wear their hair.

The Obama administration seems to be struggling to find qualified women to fill key senior posts at the White House. Let a disproportionate number of African American women serve. I'll handle the backlash.

One more problem: wearing coifed hair will infuriate other African American women, but I've learned that you just cannot please all of the people, all of the time. Running the country with qualified candidates is far more important. However, let us make "au naturel" hair a preference, where the resumes are comparable.

I say: put black women in Washington now -- burkas and dreadlocks, if they so desire. Moving ahead is more important than staying stuck in the same 'ol tire tracks. I say 'go for it' POTUS! Anne
